 Flash report of the second meeting of the Executive Board of the Conference on the Future of Europe

Summary:

The Executive Board of the Conference on the Future of Europe held its second meeting on 7 April 2021 in the European Parliament (in hybrid format). The meeting took place in a spirit of good will and cooperation and was co-chaired by MEP Guy Verhofstadt, Secretary of State for EU Affairs Ana Paula Zacarias and Vice-President Dubravka Šuica. The Board agreed on the launch of the Multilingual Digital Platform on 19 April 2021 and the Charter, after some adjustments to the topics for discussion in the Platform. The launch will allow the discussions to start and citizens to have a say. The Executive Board also agreed on its own Working Methods. An exchange of views took place on the rules of procedure of the Conference overall based on a draft presented by Mr Verhofstadt that had not been agreed with the co-chairs. Written comments were invited and the Common Secretariat will work on a draft for the co-chairs to present jointly for the next meeting of the Board. In the first exchange, in particular questions on composition of the panels and the plenary were raised. The Executive Board also had a brief exchange about the launch event planned for 9 May in Strasbourg, agreeing that a large-scale physical event was not feasible at this point. The Communications services of the three institutions will come forward with ideas, which will be presented in the next meeting. The next meeting of the Executive Board is planned for 21 or 22 April 2021.

Details:

The Board endorsed the launch of the Multilingual Digital Platform on 19 April, thus allowing citizens discussions to start. Following exchanges in the first Board meeting on 24 March 2021, the topics on the Platform were adapted. ‘Migration’ and ‘Education, culture, youth and sport’ were added as new topics, bringing the list to 10 topics, and other topics were adjusted to explicitly also refer to the rule of law and security, as well as social justice and jobs. Commission representatives provided further explanations on the Platform and its functionalities, in particular in relation to moderation, the analysis and the link between the different strands of the Conference. The Board also endorsed the Charter, which citizens must commit to when using the Platform and which includes the principles enshrined in the EU Treaties and in the Joint Declaration.

The Board equally endorsed its own Working Methods. Discussions leading up to that focussed in particular on the role of the European Economic and Social Committee and the Committee of the Regions as well as social partners and their wish to become permanent observers. Co-chairs confirmed their intention to in principle invite these observers as done so far, but also that the Working Methods cannot go beyond the Joint Declaration. Participants then had a first exchange on the broader rules of procedure of the Conference, based on suggestions by Mr Verhofstadt, which had not been agreed with co-chairs yet. Comments related in particular to the role of citizens and the composition of the plenary and the panels. Both other co-chairs underlined that this was not a joint proposal and that work has to continue. Written comments were invited and the Common Secretariat will prepare a draft text for the co-chairs to submit to the next meeting of the Executive Board.

The Board finally discussed the launch event on 9 May 2021. Participants agreed that a large-scale event with physical participation was not possible at this point, but that a hybrid event should be organised in Strasbourg of about 2 hour length that is attractive to citizens. The Communication Services of the three institutions will work on details and a presentation will be made in the next Board meeting.

The next meeting of the Executive Board is planned for 21 or 22 April 2021.

Settimana elettorale in Bulgaria e Groenlandia

Questa settimana si sono tenute le elezioni in due Paesi molto diversi geograficamente e culturalmente, ma entrambi legati alla storia comune europea: la Bulgaria che è entrata nell’UE nel 2007 e la Groenlandia territorio danese autonomo che ha abbandonato la CEE nel 1985.

Con il record di persone ricoverate negli ospedali del Paese e oltre sessantamila persone in quarantena su una popolazione totale di circa sette milioni, la Bulgaria va al voto in un clima di tensione e sfiducia nei confronti del precedente governo conservatore guidato da Boiko Borisov, al governo dal 2009 e leader del Partito Cittadini per lo sviluppo europeo della Bulgaria.

Nonostante l'ampia partecipazione popolare alle manifestazioni antigovernative svolte nel corso del 2020 e nonostante la predisposizione di sistemi di voto mobili ad hoc per i cittadini bulgari ricoverati ed in quarantena, la partecipazione alle urne non ha comunque superato il 45% degli aventi diritto al voto ed i risultati sembrano aver consegnato al Paese balcanico un quadro parlamentare caotico.

Le manifestazioni antigovernative, che accusavano il precedente esecutivo di corruzione, sembrano aver fatto presa sull'opinione pubblica: il partito conservatore di Borisov resta il primo partito ma perde oltre otto punti percentuali rispetto alle precedenti elezioni, mentre i partiti di opposizione avanzano, seppur in modo assolutamente frammentato.

Come seconda, terza e quarta forza parlamentare del Paese si impongono tre compagini molto diverse fra loro: vera novità di queste elezioni è il partito populista, anti-sistemico, del famoso showman Slavi Trifonov, che  ha sfiorato il 17% dei consensi, seguito dal grande antagonista di Borisov, il partito socialista bulgaro, prima forza di opposizione nella precedente legislatura ed, infine, il partito di destra democratica promotore delle proteste contro lo stesso Borisov.

Anche la Bulgaria, dunque, seppur con un ritardo di qualche anno rispetto agli altri Paesi dell'Unione, sembra esser stata colpita in parte dall'ondata populista di un partito, "C'è un popolo come questo" di Trifonov, che parla all'elettorato al di fuori dei canali istituzionali, ricercando un rapporto diretto attraverso i social media, parlando alla pancia del Paese. Ma quello di Trifonov non è l'unico movimento populista che sembra avanzare nella società civile bulgara, anche il partito "Alzati! Fuori la mafia!" sostenuto dal movimento di protesta "Trio velenoso", promotore di numerose manifestazioni anticorruzione e antisistema.

Vista l'eterogeneità delle quattro principali forze politiche risultanti da queste elezioni, sembra lontana l'ipotesi di una formazione di un governo di coalizione guidata dal precedente premier Borisov, prospettandosi una situazione di duratura instabilità politica che, secondo molti analisti, potrebbe risolversi solo con un’ulteriore tornata elettorale entro l'anno. Non è chiaro, dunque, se la posizione filoeuropea del Paese balcanico possa di fatto risultare compromessa.

Molto più netto invece il risultato delle elezioni anticipate tenutesi in Groenlandia, la più grande isola del mondo, autonoma dalla Danimarca dal 1979. Il Paese artico di soli cinquantaseimila abitanti ha effettuato una scelta elettorale nettamente verde, portando alla vittoria il Partito Ambientalista GroenlandeseLeitmotiv delle elezioni anticipate è stata la vicenda del Monte Kuannersuit, uno dei più grandi giacimenti di uranio al mondo, per il quale il precedente governo avrebbe concesso un’autorizzazione preliminare allo sfruttamento alla società australiana Greenland Minerals, partecipata dal colosso minerario cinese Shenghe Resources Holding, ed al cui sfruttamento si opponeva fortemente il partito Ambientalista vincitore delle elezioni.  La scelta verde dei groenlandesi rappresenta una vittoria per l'intera comunità internazionale in quanto mirata alla tutela di un bene comune, l’Artico, fortunatamente poco sfruttato dall'uomo ma inesorabilmente vittima delle attività antropiche che avvengono a migliaia di chilometri da esso a causa del riscaldamento globale. Le elezioni in Groenlandia ci mostrano come la democrazia continui ad essere l'unico, fondamentale strumento di controllo del bene comune in ogni società civile umana.
